Forest Biomass Program (FBP)

The Forest Biomass Program provides funding for Ontario-based projects that enhance the use of wood harvested from Crown forests. It supports job creation, economic development in forest-dependent regions, and the development of new wood-based products through collaboration with industry partners, Indigenous communities, and other stakeholders. The program includes four funding streams, each with its own maximum funding amount:

  1. Indigenous Bioeconomy Partnerships
  2. Exploring Biomass Pathways
  3. Innovative Bioproduct Manufacturing
  4. Modernization

Funding Amount

There are four distinct funding streams, each with unique cost-share ratios and maximum funding levels:

  1. Indigenous Bioeconomy Partnerships Stream
    • Supports Indigenous involvement in forest biomass projects
    • Covers up to 80% of eligible project costs
    • Maximum: $250,000 per project
  2. Exploring Biomass Pathways Stream
    • Funds studies to improve technical and operational knowledge of biomass use
    • Covers up to 50% of eligible project costs
    • Maximum: $100,000 per project
  3. Innovative Bioproduct Manufacturing Stream
    • Supports development of forest biomass-based bioproducts
    • Covers up to 50% of eligible project costs
    • Maximum: $5 million per project
  4. Modernization Stream
    • Aims to enhance forest sector efficiency and competitiveness through modernization
    • Covers up to 35% of eligible project costs
    • Maximum: $10 million per project

Eligible Applicants

To qualify, applicants must:

  • Be located in Ontario
  • Be one of the following:
    • Businesses
    • Municipalities
    • Indigenous communities
    • Not-for-profit organizations
  • Have a project that increases the use of forest biomass and strengthens the biomass supply chain

Eligible Activities

Costs must be new/incremental and directly related to the project. Eligible activities include:

  • Professional, legal, and technical services
  • Salaries, wages, and non-severance employee benefits
  • Planning and design work
  • Training and skills development
  • Facility rental
  • Travel and transportation
  • Capital expenditures (equipment/machinery purchases or leases)
  • Material costs
